Energy Development Impact OfficeThe Energy Development Impact Office (EDIO) was integrated into the Land Department in 1989. The mission of the EDIO is to provide financial assistance to local units of government affected by energy activity. For example, during construction of the Great Plains Coal Gasification Plant, the EDIO helped counties, schools, cities and other local units of government cope with the increased population in their communities. Similarly, the EDIO has helped local units of government throughout the oil patch maintain roads, streets, and other facilities that have been impacted by oil-related traffic. It has also helped communities deal with the after effects when the oil boom turned to an oil bust. The primary goal of the office is to ensure that local subdivisions hosting energy activity are not required to bear a disproportionate share of the costs associated with that activity (both in its "boom" and "bust" cycles). The guiding principle of the office is to ensure that the benefit to all of the people of North Dakota, from the extraction of energy resources, will not be gained at the expense of those whose lives or property are disturbed, without adequate compensation, in the process. Since 1991, the EDIO has made grants for oil impact only. Funding for these grants is appropriated by the State Legislature from a share of the Oil & Gas Gross Production Tax, and cannot exceed $6,000,000 per biennium.
