When adoption, amendment, or repeal of any Administrative Rules of the Board of University and School Lands entered pursuant to N.D.C.C. ch. 28-32 is proposed, the North Dakota Department of Trust Lands (Department) shall provide all interested persons with a reasonable opportunity to submit data, views, or arguments, orally or in writing, concerning the proposed rule, including data concerning the impact of the proposed rule. Notice of any upcoming rules changes will be published on the Department’s website at: . Interested parties may further request notice of the date and time for review of the proposed rules changes by the administrative rules committee or in the event of substantive changes to the rules, notice of the date and time the oral hearing will be conducted by the Department, by submitting a request to:

Any interested person may submit written or oral comments to the Department at the above address and phone number. The Department shall consider fully all written and oral submissions respecting a proposed rule prior to the adoption, amendment, or repeal of any rule not of an emergency nature. The Department shall make a written record of its consideration of submissions, oral or written, contained in the rulemaking record respecting a proposed rule.
